请教：关于进口铜
我有一批铜要进，但进口方无进口权，这是客人的邮件内容：
4 j' K6 L& J# r# H. A9 N( n. O$ IFor Chinese Buyers: We can accept local Bank Guarantee in China, if the buyer don't have import license, import permit or they can't issue RDLC.针对中国买家: 如果买方没有进口证书，进口权限或无法开出循环信用证，我们接受当地银行出具的银行保函（我不明白银行保函是什么东西，出了这样的保函就可以进口了？）7 m" G5 [# {0 p9 B" M
If China buyer would like to do payment after clear Custom, the Price will be same as condition (4), and the buyer will pay additional handling charge
7 ?$ P3 {: r9 F$ W、如果中国买方希望在清关或再进行付款，则付款方式必须采用上述第（4）条，另外买方支付附加操作费用（总税金的50%）（不明白总税额指的是什么税，请高手指教）
